[DBC-E038] <sid>: Insufficient privileges on V$ tables (ORA-???:<Oracle message>)

The connection to instance <sid> failed because the user has no privileges to read V$ or DBA_* tables.

Solution: Grant SELECT ANY DICTIONARY to the user listed in the credentials file
